Singapore to support multi-stage careers for older workers

Singapore has launched a series of pilot programmes aimed at helping older workers stay active in the workforce through redesigned jobs, flexible work models and mid-career pathways. A total of 32 organisations have begun testing new employment approaches under the Alliance for Action on Empowering Multi-Stage Careers for Mature Workers (AfA-EMW), introduced on 17 November.

This initiative supports the ongoing work of the Tripartite Workgroup on Senior Employment, which is examining long-term strategies to strengthen opportunities for older employees as the country’s population ages. The workgroup brings together leaders from government, unions and employer groups, reflecting the national priority placed on building age-inclusive workplaces.

The pilots address four key areas: redesigning existing roles to better suit senior workers, experimenting with flexible work arrangements, enabling structured skill development and career planning, and offering phased retirement models that allow employees to gradually transition into new stages of life. These trials span a wide range of sectors, including hospitality, manufacturing, security and financial services.

The pilots are expected to generate insights that will shape future workforce policies. By studying what helps mature workers stay productive, motivated and skilled, Singapore aims to build more resilient, multigenerational teams that can meet the demands of a rapidly-evolving labour market.
